Chodai Strengthens Surabaya's Regional Connectivity through Surabaya Regional Railway Line's (SRRL) Doubletracking and Electrification

Chodai Co., Ltd. has been awarded the detailed design work (i.e. Railway Design Consultant (RDC))※1 for the doubletracking and electrification of the Surabaya Regional Railway Line (SRRL) --centered around Surabaya, Indonesia's second-largest city-- by the Directorate General of Railways (DGR) of the Ministry of Transport (MoT) of Indonesia. The EUR 7.8 million scheme will be executed through a joint venture (JV) with PT Dardela Yasa Guna, an Indonesian engineering consulting firm with extensive track record in railway projects.

The Gerbangkertosusila (GKS) metropolitan area※2, centered around Surabaya City, has an estimated population of over 10 million and is a vital economic hub that generates approximately 60% of East Java Province's GDP. However, the existing road network has reached its limit due to rapid population growth and the accompanying surge in traffic, centered on automobiles. On the main road between Surabaya Gubeng and Sidoarjo, traffic volume exceeding 200,000 vehicles per day is routinely recorded, causing severe congestion and economic losses.

In response, studies have been conducted to enhance the transportation system of the Surabaya regional railway line to meet rising transport demand, relieve capacity bottlenecks in the metropolitan area, reduce urban pollution and transport energy consumption, and overall improve the urban living environment.. Based on a loan agreement (LA) totaling EUR 230 million concluded between the Indonesian government and KfW (German Development Bank) in June 2025, the SRRL upgrading project will be implemented. Key enhancements include doubletracking, electrification, modernization of the signaling system, and station area improvement.

The SRRL doubletracking and electrification project will be implemented in two phases: Phase 1 (approximately 30-km section between Sidotopo Depot and Surabaya Gubeng Station and Sidoarjo Station, and between Surabaya Pasar Turi Station and Surabaya Gubeng Station) and Phase 2 (approximately 100-km section between Surabaya Pasar Turi Station and Lamongan Station, between Wonokromo Station and Mojokerto Station, between Sidoarjo Station and Tarik Station, and between Kandangan Station and Indro Station). 

The work commissioned under this contract involves the detailed design for the Phase 1 section, as well as updating the Feasibility Study (FS) for the Phase 2 section. The performance period is 32 months, commencing (tentatively) in March 2026.
